The free program Windows Live Mail uses the EML format. It can also import the .dbx files from Outlook Express. You can download it as part of the Windows Essentials Collection for free. However, Windows Live Mail has some problems with Windows 10 users. And the Windows Mail that comes with Windows 10 can not import data stored in Live Mail. Ultimately, Live Mail is also a dead end.
